Last week, 77 Nigerians were arrested by the United States Federal Bureau of Intelligence for alleged involvement in business email compromise, romance scam and defrauding American citizens millions of dollars which were allegedly channelled through Nigerian banks.
The development has triggered the arrest of some local collaborators while the FBI and the Economic and Financial Crimes Commission have launched a manhunt for other accomplices. This development has swelled the list of Nigerians on the wanted list of security agencies. We bring to you

10 most wanted Nigerians including their foreign accomplices.

Valentine Iro
Wanted by the FBI for cyber crimes
The 31-year-old was named along with Chukwudi Igbokwe, 38, as the lead suspects in the three-year FBI investigation of romance scams, business e-mail compromise, wire fraud and money laundering. At the end of the investigation, about 80 Nigerians were indicted, with some of the accomplices still in Nigeria. Iro and Igbokwe’s role was to ensure the laundering of money deposited by a victim into a bank account or a money services account.
According to the FBI, Iro and Igbokwe coordinated the transfer of victims’ funds from a fraudulent bank account they controlled in US bank accounts belonging to illicit money exchangers. “Those money exchangers, in turn, used a Nigerian banking application to transfer other funds in naira from Nigerian bank accounts they controlled to the Nigerian bank accounts specified by Iro and Igbokwe,” the FBI said in a statement. The authorities said this strategy was used to transfer millions of dollars to Nigerian co-conspirators without directly transferring funds overseas.


Mrs Ngozi Olejeme
She is on the run for diverting N69bn public fund, and money laundering. The Former Chairman of Nigeria Social Insurance Trust Fund has been living in the shadows since she fled the country to evade arrest for allegedly diverting N69bn alongside a former Managing Director of the NSITF, Mr Umar  Abubakar. They were said to have stolen the money by awarding bogus contracts and through other financial malpractices. They allegedly committed the crime with Mrs Theresa Ittu
Affiong, a principal suspect in two cases of fraud, Adjunct Prof. Olufunmilade Adeyemi, Haruna Adamu Gazau, Jennifer Turnah, two Chinese, Liang Zhang, Junyuang Jiang, and Christopher Achebe.
Olejeme, hails from Asaba, Oshimili South Local Government Areas of Delta State and speaks English and Igbo languages fluently, while her last known address was given as No 14 J.F. Kennedy Street, Asokoro, Abuja. Following her escape, the EFCC detained her sureties, a former president of the Nigerian Bar Association, Ikeja, Lagos State branch; Monday Ubani and Christopher Enai, an ex-senator representing Bayelsa State. They were subsequently granted bail by Justice Silvanus Orji of FCT High Court, Apo, in the sum of N50m, with two sureties who must be civil servants on Grade Level 15, after their lawyer, Mike Ozekhome, challenged their detention in court.


Government Ekpemupolo
He is wanted by the EFCC for N45.9bn fraud.
The EFCC declared the former Niger Delta militant leader, Government Ekpemupolo, alias Tompolo, wanted in February, 2016. The anti-graft agency in an advertorial signed by its Head of Media and Publicity, Wilson Uwujaren, said it declared Tompolo wanted following two bench warrants issued against him by a Federal High Court in Lagos, where he was charged with N45.9bn fraud.
He was said to have illegally diverted the money belonging to the Nigerian Maritime Administration and Safety Agency. The 50-year-old, dark-complexioned native of Okerenkoko, Gbaramotu Kingdom in the Warri South-West Local Government Area of Delta State, went underground and had not been seen since then.
His last known address was given as No. 1, Chief Agbanu Street, DDPA Extension, Warri, Delta State. The fugitive, who wielded political influence in his state, is said to speak both Izon and English languages.
Justice Ibrahim Buba of a Federal High Court in Lagos issued a bench warrant against Tompolo on January 14 after he shunned a summons dated January 12 issued on him by the judge to appear in connection with the fraud charges filed against him and nine others by the EFCC. Buba ordered the law enforcement agencies to produce Tompolo before him on February 8 for him to answer the charges, but rather than appear in court on January 8, he went underground after the court dismissed his application to quash the bench warrant and arrest order.
The EFCC filed 40 counts against Tompolo and nine others, including the immediate past Director-General of NIMSA, Patrick Akpobolokemi. The other suspects in the charge are Kime Engozu, Rex Elem, Gregory Mbonu and Capt. Warredi Enisuoh. They were charged alongside four companies, namely: Global West Vessel Specialist Ltd., Odimiri Electrical Ltd., Boloboere Property and Estate Limited and Destre Consult Ltd.


Ittu Theresa
She is wanted by the EFCC for N1bn contract fraud.
Ittu is a principal suspect in two cases of fraud, contractual malpractices and obtaining goods under false pretence to the tune of N1bn and $1.4m, respectively. She allegedly received about N1bn from a government agency as payment for contracts which she failed to properly execute. Furthermore, the suspect was alleged to have fraudulently collected aircraft parts worth $1,416,000 from a Russian company and evaded payment.
The suspect failed to honour the EFCC’s invitation and is currently at large. The 50-year-old is fair in complexion. Her last known address was No. 2B Oko-Awo Close, Victoria Island, Lagos.


Aisha Nur
She is wanted for money laundering.
A bank worker, Aisha Shettima Nur, has also been on the run from the EFCC since 2016, for allegedly laundering money believed to be proceeds of crime.
In November 14, 2016, Nur was convicted in absentia on 10 counts of money laundering. Investigations revealed that the convict laundered monies which were proceeds of crime through the accounts of her siblings and daughter, as well as through the purchase of vehicles and stocking of a provision shop. While the cases were ongoing at both the federal and state High Courts, the convict had jumped bail, consequent upon which judges of both courts issued bench warrants for her arrest. The fair-skinned fugitive is 39 years old and 5.4 feet tall. She hails from Maiduguri, Borno State and is fluent in Hausa, Kanuri and English languages. Her last known address was No 1, Umar Galadima Street, Kawo, Kano.


Ijeoma Ugwah
She is declared wanted for $10m, N4m advance fee fraud and employment scam
Ugwah is wanted by the EFCC in a case of criminal conspiracy, employment scam and obtaining money by false pretence. The fugitive allegedly induced the petitioner to pay to her account $10m and another N4m for a fictitious Federal Government appointment. The fair-skinned fugitive is 62 years old and hailed from Owerri North Local Government Area of Imo State. She is fluent in English and Igbo languages. Her last known address was No. 20, Oladele Oke Street, Okota, Lagos.


Idris Usman
He is accused of complicity in the misappropriation of N1bn SURE-P fund. Usman is wanted by the EFCC for alleged complicity in misappropriation of public funds, money laundering and abuse of office. A popular contractor in Katsina town, Usman is the Managing Director of Idris Kwado & Sons Ltd. as well as Aminu Dikko & Sons Ltd.
According to the EFCC, the suspect was given a contract of N1bn by the immediate past governor of Kastina State, Ibrahim Shema, who is facing trial for alleged N11bn fraud. Dark in complexion, Usman, 51, is from Katsina Local Government Area, Katsina State. His last known address was Kwado Village, Off Ring Road, Katsina.

Anthony Onetule

He is wanted by Interpol for cyber crime and hacking. Onetule, 34, was declared wanted by the International Police for allegedly hacking into a computer, theft committed by an organised group, and theft causing damage on a large scale. Onetule, born in Lagos, is 1.45 metres tall with grey eyes.

Susan Elya
She is an Australian fugitive wanted for N20m forex fraud. Elya is wanted by the anti-graft agency in a case of criminal breach of trust and obtaining money by false pretence. The suspect allegedly collected N20m from the complainant, promising to help change the money to dollars. However, after receiving the money, all efforts to reach the suspect failed. Elya is 41 years old and dark in complexion. She speaks the English Language fluently. Her last known address was No. 11, Vernam Street, Maitama, Abuja


Doron Umansky


He is an Israeli who speaks Yoruba, English and Hebrew fluently. He is on the run for fraud and forgery.  Umansky was believed to have fled the country after he was indicted for obtaining money by false pretence, stealing, forgery and altering. The 57-year-old allegedly committed the crime alongside Hannah Sobowale and Hammed Ariyomi who are also on the run. Umansky’s last known addresses were Signature Suites, Asaba, Delta State and 52A, Tunde Adebola Street, Victoria Island, Lagos. Sobowale is 44 and her last known address was 100 Acres Church Street, Abere Bus Stop, Ajayi Egan Road, Atan, Sango-Ota, Ogun State. Ariyomi is 33 and his last known address was No. 6, Sanu Street, Adura Bus Stop, Alagbado, Lagos State. Both suspects are dark-complexioned, hailed from Ogun State and speak English and Yoruba Languages

Here is the story of Emmanuel Nwude who committed the largest fraud in Nigeria by selling a non-existent airport to a Brazilian for $242 million between 1995 and 1998.



Emmanuel Nwude carried out one of the the biggest banking fraud in the world
The rise of internet fraud commonly known as 419 is one phenomenon Nigeria has come to be associated it. Before internet fraud became a global issue, Nwude had committed one of the biggest scams in the world.
Specifically, his fraud was the third largest banking scam in the world after the Nick Leeson's trading losses at Barings Bank, and the looting of the Iraqi Central Bank by Qusay Hussein.
How was Emmanuel Nwude able to carry out this jaw-dropping scam and convince Nelson Sakaguchi who was the director of the bank to part with so much money for the purchase of an airport?
Nwude was a former director of Union Bank of Nigeria and this position made him privy to some links, information and documents that other persons would not be aware of. He impersonated the then governor of the Central Bank of Nigeria, Paul Ogwuma, and connected with Sakaguchi informing him of a mouth-watering deal of Nigeria’s plan to build an airport in Abuja.
Nwude, pretending to be the Central Bank of Nigeria governor, told Sakaguchi that he stood of chance of pocketing $10 million commission when the deal passed through. Sakaguchi paid $191 million in cash and the remainder in the form of outstanding interest.
Nwude’s accomplices were Emmanuel Ofolue, Nzeribe Okoli, and Obum Osakwe, along with the husband and wife duo, Christian Ikechukwu Anajemba and Amaka Anajemba, with Christian later being assassinated.
The criminal gang was able to convince the director of the Brazilian bank to part with the money.

How did Sakaguchi find out he was a victim of one of the largest scam in the world?
In 1997, the Spanish Banco Santander wanted to take over the Banco Noroeste and a joint board meeting was held in December of that year. Officials of the Spanish bank noted that half of the Brazilian bank’s capital was at Cayman Islands unmonitored. This raised questions as this was two-fifths of Noroeste's total value.
Investigation began and was carried out in Brazil, Britain, Nigeria, Switzerland, and the United States. Although the sale of the Bank still went on as the owners of the bank paid $242 million bill, the nak still collapsed in 2001.
The birth of the EFCC
In 2002, the then president, Olusegun Obasanjo saw to the establishment of an anti-graft agency, the Economic and Financial Crimes Commission (EFCC). Nwude’s fraud case one of the first to be investigated and in 2004, all members of the gang were arraigned before an Abuja High Court on 86 counts of "fraudulently seeking advance fees" and 15 counts of bribery related to the case . Although they pleaded not guilty, they were warned not to attempt to bribe court officials as it was suspected that money was going round.
In 2005, Amaka confessed to helping Anajemba and was asked to repay $25.5 million and also sentenced to two and a half years in prison.
Nwude attempted to bribe Nuhu Ribadu, the then chairman of the EFCC, with $75,000 cash but the latter refused and Nwude was charged with attempted bribery as well as attempt to kidnap a prosecuting witness.
Following Sakaguchi's witness, Nwude finally pleaded guilty and was sentenced to five concurrent sentences of five years and was also asked to pay $10 million fine to the federal government.
He was released from prison in 2006 and filed a case to reclaim his assets insisting some of them were acquired before the criminal act. He has so far been able to reclaim $167 million.
Aftermath
A land dispute in the town of Ukpo in the Dunukofia area with Abagana community turned bloody when over 200 men invaded the community killing four policemen and the security guard at the construction site in 2016. The Anambra state government fingered Nwude as the ringleader and he was subsequently arrested and arraigned on 27 charges including murder and terrorism. He is being held at Awka prison as the court case is still on.
While Nwude’s criminal exploit was not the first in the country, it signified the rise in international financial crime and popularise the advanced fee fraud syndrome with Nigeria's name associated with it.

His passenger, who recorded the video, said: 'We were on the way to a garage when their Queen came flying to me to eventually rest on Velelhu's backside.
'Soon, scores of them joined her. After struggling a while he managed to grab the Queen and tore her wings a bit.
'He put her in a container and the rest of them soon flew into it.'
After removing the unwelcome residents, Velelhu locked himself in a car in case they came back. The Queen bee flew onto Velelhu as they were driving through the area on the way to a garage The passenger mused afterwards: 'We were amused and lucky to capture the rare natural phenomenon'.

The Presidency on Monday inaugurated State-of-the art Dialysis and Ultrasound machines as well as a Creche at the State House Clinic, Abuja.
Speaking at the event, the Permanent Secretary, State House,  Alhaji Jalal Arabi, said the medical facilities and the Creche were meant to enhance the operation of the clinic.
According to him, the Dialysis and Ultrasound machines have since been put to use for the benefit of staff of the State House while the Creche will benefit the families of medical personnel of the clinic.
He revealed that the multi-million naira medical facilities were procured through prudence management of scarce resources by the authorities of the State House.
Arabi said: “We thank God we are still able to make use of the little resources that we got, appropriated to us to make sure that we get the best for them and by extension the best for the society.
“We have entered the Dialysis unit, you have seen the machines we have procured and the people on it.
You have seen the latest Ultrasound machines and I’m sure you have heard from the manufacturers or suppliers – that is one of the best the world over.
“And of course, you have seen the Crèche which we have done and it would be of beneficial not only to the staff of the clinic – the doctors and their families and other medical health workers but to the generality of those that are coming in there.
“So, I think we are good to go like it has always been going and we hope with what we commissioned today we are moving higher up again – that is the Next Level.’’
Arabi pledged that the State House would continue to meet the yearning and expectations of its personnel despite the limited resources within its coffers.
While commending the medical and other auxiliary staff of the clinic, Arabi, described them as one of the best hands in the nation’s medical space.
“When compared to any other institution of this family, even with what we had before the commissioning of what we did today we are still higher up there that can be verified.
“But with what we did today it further enhances the capacity of our personnel here to make sure that they don’t rest on their oars – but yet they have been acknowledged as one of the best hands,’’ he added.
He, therefore, enjoined them to continue to exhibit the virtues of honesty and dedication to duty to consolidate on the achievements so far recorded at the clinic.(NAN).

Demographers suggest that a country needs a fertility rate of just over two children per woman to hit "replacement fertility" — the rate at which new births fill the spaces left behind by deaths.

But because of certain cultural and economic forces, only about half of the world's 224 countries currently hit replacement fertility.

For those that don't, encouraging people to have sex can involve strategies that range from highly explicit to downright bizarre.


1. Denmark

If you aren't going to have a kid for your own family, Danes are told, at least do it for Denmark.

No, literally, do it for Denmark.

The small Nordic country has such a low fertility rate — about 1.73 children per woman — that Spies Rejser, a Danish travel company, has come up with ingenious incentives to persuade women to get pregnant.

First, it offered to provide three years' worth of baby supplies to couples who conceived on a vacation booked through the company.

Now it has come up with a sexy campaign video titled "Do it for Mom," which guilt trips couples into having kids to give their precious mothers a grandchild.


2. Russia

Vladimir Putin once brought Boyz II Men to Moscow to rile men up right before Valentine's Day.

Can anyone blame him? As Tech Insider recently reported, the country is experiencing a perfect demographic storm. Men are dying young. HIV/AIDS and alcoholism are crippling the country. And women aren't having babies.

The problem got so bad that in 2007 Russia declared September 12 the official Day of Conception.

On the Day of Conception, people get the day off to focus on having kids. Women who give birth exactly nine months later, on June 12, win a refrigerator.


3. Japan

Japan's fertility rate has been below replacement since 1975.

To offset that decades-long trend, in 2010 a group of students from the University of Tsukuba introduced Yotaro, a robot baby that gives couples a preview of parenthood.

If men and women begin thinking of themselves as potential fathers and mothers, the students theorized, they'll feel emotionally ready to take a stab at the real thing.

The 1960s in Romania were a perilous time for couples.

Population growth flatlined, prompting the government to impose a 20% income tax for childless couples and to implement provisions that made divorce nearly impossible.

The idea was: If you weren't contributing to the communist state by creating future laborers, you had to contribute with dollars instead.

The 1980s weren't much better, however — women faced forced gynecological exams that were performed by "demographic command units" to ensure pregnancies went to term. When Romanian leadership changed in 1989, the brutal policy finally came crashing down. But at 1.31 children per woman, the fertility rate is still well below replacement.

5. Singapore

Singapore has the lowest fertility rate in the world, at just 0.81 children per woman.

On August 9, 2012, the Singaporean government held National Night, an event sponsored by the breath-mint company Mentos, to encourage couples to "let their patriotism explode."

The country has also placed a limit on the number of small one-bedroom apartments available for rent to encourage people to live together and, presumably, procreate.

Each year the government spends roughly $1.6 billion on programs to get people to have more sex.


6. South Korea

On the third Wednesday of every month, South Korean offices shut their lights off at 7 p.m. It's known as Family Day.

With a fertility rate of just 1.25 children per woman, the country takes any steps it can to promote family life — even offering cash incentives to people who have more than one child.

India as a whole has no problem with fertility — the country's ratio of 2.48 children per woman is well above replacement.

But the number of people in India's Parsis community is dwindling — it shrank from roughly 114,000 people in 1941 to just 61,000 in 2001, according to the 2001 census.

That problem led to a series of provocative ads in 2014, including one that read "Be responsible — don't use a condom tonight." Another, geared toward men who lived at home, asked, "Isn't it time you broke up with your Mum?"

The ads seem to be working: By the latest measure, the population has inched back to 69,000.

With a fertility rate of 1.43 — well below the European average of 1.58 — Italy has taken a controversial approach to encourage citizens to have more kids.

As Bloomberg reports, the country has been running a series of ads reminding Italians that time might be running out and that kids don't just come from nowhere.

"Beauty knows no age, fertility does," one ad said. "Get going! Don't wait for the stork," another said.

Couples haven't responded positively to the guilt trip. Francesco Daveri, a professor of economics at Università Cattolica del Sacro Cuore, has called the ads a failure.



With a fertility rate of just 1.18 children per woman, Hong Kong faces the same challenge as many industrialized countries: Without enough young people to replace aging citizens, populations are dwindling and economic growth is slowing.

In 2013, the country proposed giving cash handouts to couples to encourage them to have kids.

The idea took its cue from Singapore, where parents receive a "baby bonus" of about $4,400 for their first two children and $5,900 for their third and fourth.

But in Hong Kong, the plan never came to life.

Fertility rates in Spain are creeping downward while unemployment is rising: About half of all young people don't have a job. It's the second-highest rate in Europe, behind Greece.

To combat the worrying trends, the Spanish government hired a special commissioner, Edelmira Barreira, in January 2017. Her first tasks are finding the myriad causes of the trend and devising macro strategies to reverse it .

The presidential candidate of African Democratic Congress, ADC, in the 2019 general election and former Deputy Governor of the Central Bank of Nigeria, Dr Obadiah Mailafia, on Tuesday said he was told to join the ruling All Progressives Congress, APC, so that he could be forgiven of an offence he did not commit.
He pointed out that members of the ruling party had a wrong impression that he was negotiating to join the party after the elections.

He also faulted the judgment by a United Kingdom Court in favour of Process and Industrial Development Ltd to take over the assets of Nigeria estimated at $9.6bn, describing it as “a judicial scam of the highest order and judicial tsunami.
Mailafia spoke with reporters during a meeting of stakeholders at the national secretariat of ADC in Abuja.
He said, “Just before the elections, there were pressures on me and I was even interrogated by security agencies over something that happened in the CBN about 10 years ago which was not even in my department.
“They blackmailed me that if I join APC, I would be forgiven. I told them, why can’t they join me?
“I even asked them why can’t President Muhammadu Buhari come and join my party, ACD?
“What does he have that I don’t have more than him? Is it their analogue generation that will save Nigeria?
“Somebody that has never even used a computer. What have they to offer Nigeria again?”
On the P&ID court verdict, Mailafia warned that if care was not taken, it would put Nigeria in a big mess.

He said, “The P&ID is a judicial scam of the highest order and it has been orchestrated by international forces that want to destroy our country.
“They did it in conspiracy with some high-powered Nigerians and it is very shameful.”

A former Minister of Health, Professor ABC Nwosu, in this interview, speaks on the state of the nation, faulting the All Progressives Congress, APC, for claiming that it has improved the quality of life in Nigeria.    He also has strong words for those behind the Ruga settlements project for herdsmen.
What is your assessment of Buhari’s cabinet as it relates to assigning portfolios?
It was what I expected. The APC is not a political party. The APC is a conspiracy group formed to take power from the Peoples Democratic Party, PDP, unlike the PDP which was formed in 1998 on basic principles such as good governance. That is why PDP ab initio decided that it would do a rotational presidency. That was why we had good governance under the PDP. In Obasanjo’s first term the GSM was brought into the country. The debt burden gave way to debt relief. But look what the APC government has done to the Paris Club refund money which was painstakingly negotiated. Corruption was seen as a problem during Obasanjo’s first term, and he created the Independent Corrupt Practices Commission ,ICPC, and Economic and Financial Crimes Commission, EFCC. When I came into government as a minister, my task was very simple and we worked on a six-point agenda in the Ministry of Health. We started the 200 Primary Healthcare System. It was in that administration that we called a meeting for the African Plan of Action which everybody is now talking about. We created a global fund which Nigeria  benefited  over half a billion dollars from. When HIV became a threat, we started the diagnosis and we started providing antiretroviral drugs. We created the National Health Insurance Scheme, NHIS. Compare these with what is going on now under the APC.
This is the first time we have a minister of finance who is not known nationally and internationally. We have had Kalu Idika Kalu, we have had Chu Okongwo, and we have had Ngozi Okonjo-Iweala. We were criticised for having many ministers but they now have 43. They are monkeying around and things are getting worse. This is a dangerous regime that regards honest criticisms as hostility.
What do you make of the debate over the geopolitical zone to produce the President in 2023?
I would have said no comment, but that it would not be helpful. All those who are saying power should remain in their mother’s womb are agents provocateur. They don’t mean well for this country and they can keep the presidency in their mother’s womb. It won’t bring about good governance. It won’t bring about the relief that we are seeking. I think sensitive issues like this should be addressed by people more sensibly. How can someone wake up and say that the Southeast won’t produce the president? This is the Southeast that had no problem with the presidency going to Southwest because of June 12 based on principle. This is the Southeast that gave the Northwest all the support when the late Dr. Alex Ekwueme was Vice President. Nigeria is bigger than everybody. Let the agents provocateurs go on. Let them acquire all the money they want. In the end they will just be put in a simple coffin and put under the ground.
How will you rate the present security situation in the country?
If anybody goes by road now from Abuja to Kaduna and something happens to him, he will be blamed for doing so. Towards the end of President Goodluck Jonathan’s administration, every other state was safe except three, Adamawa, Borno, and Yobe. Now, look at the spread of insecurity. Look at the tension in the country. People are attacking the Southeast governors that they have no right to take measures to protect people who voted for them. I think the security situation speaks about the quality of leadership we have in Nigeria. I remember what the President said in Chartam House before he was elected. He said he had served as a general, he knew what the situation was, he knew how to correct it and he ended by saying he would lead from the front. Sadly, everybody knows those who have lost loved ones.
I have said before and let me say it again, if the security situation is becoming difficult to handle, they should seek international help. There is no shame in seeking support to secure your people.
Do you agree with those who said the attack on former Deputy Senate President, Ike Ekweremadu was a sign of more to come?
The attack was an Igbo matter. Ndigbo are very upset about the situation they are in Nigeria. Unfortunately, it happened to the former Senate President. It could have happened to anybody. If a governor had gone there it could have happened to him. If another high ranking person had gone there it could have happened to him.
Roser Parks of the Montgomery bus boycott said: “I am in favour of anything that my people do to show that they are unhappy with the situation they find themselves”. Ndigbo are very unhappy with their situation in Nigeria and all Nigerians should know that.
What happened to Ike Ekweremadu was unfortunate considering the role he played in the release of Nnamdi Kanu, I believe Nnamdi Kanu owes him a personal apology.
Ike Ekweremadu might easily have been thrown into detention or jailed in Nigeria. The same could have happened to Senator Enyinnaya Abaribe because of the way Nnamdi Kanu broke the bail conditions given to him. I am happy that Ekweremadu had understood it in the context that Ndigbo at home and in the diaspora are unhappy with Nigeria and the way Nigeria is treating them. Ndigbo are not begging anybody to be citizens of Nigeria and they will not accept second-class citizenship. What belongs to them belongs to them, what belongs to others belongs to others.
If you treat them like second-class citizens they will reject it and that is why slavery was offensive to Ndigbo during pre-colonial times. That is why Ndigbo will continuously vote against APC under the present arrangement. They will never vote themselves into slavery.
When APC decides to treat Ndigbo as full citizens, Ndigbo would embrace the party.
There is this notion that in the National Assembly only Senator Enyinnaya Abaribe and Nkem Abonta champion things that concern Ndigbo. Do you agree with that?
Nigerians are docile. Nigerians are the most docile population in the world and that is why the level of bad governance in Nigeria can persist. Now talking of the house, Enyinnaya Abaribe is an Igbo son in whom we are well pleased. If you look at the level of representation of Ndigbo you will see that it is very disturbing. We end up sending the most educationally unqualified persons to represent us, which also complicate our problem. They cannot give what they do not have. Some are running away from the EFCC.
The Federal Government is going ahead with the National Livestock Transformation Plan, NLTP, despite the nationwide outrage against Ruga settlements proposal. What is your take on the issue?
I have hesitated this long because I don’t want to use words that will send me to jail. The hottest place in hell should be reserved for the person who decided that Ruga project should be imposed on people. For wanting to force it on people whether they like it or not, they are destroying Nigeria.
For example, land does not mean the same thing to all of us in Nigeria. I will speak of Igbo land which I know. I don’t know of any prominent Igbo man who died, even if he died in Alaska or Russia that arrangements were not made to bring his body back for burial in his fatherland. Land is like a deity in Igboland and it is the second deity worshiped in Igbo land.
We worship God who is in heaven, who oversees heaven and earth and then we worship the deity Ana or Ala that is why we say Omenala, tradition. That is why we have Nsoala, abomination. I attended Catholic Central School, Okwuani Nnewi, it is the home of the land deity in Nnewi.
So for people who don’t know that what guides us, to impose Ruga on us, is an abomination. How can you begin to explain to villagers with little education that everybody has a right to their ancestral land?
The other people may have different approaches but for Ndigbo, land is a very serious thing. It is a deity. Foisting your belief in land on people for who regard land as a sacred thing, is insensitive. I don’t see myself going to another part of Nigeria where they take certain things seriously and then seek to change those things. Whoever is responsible for it should get ready for the hottest part of hell. The people who want it can have it.
The Southeast governors recently banned the movement of cattle from one community to another community but the move has also generated some criticisms, especially from the northern part of the country. What is your reaction to that?
Agents provocateurs should leave Nigeria alone. Benue made its law, Taraba made its law. Trying to break the Benue and Taraba laws led to the loss of many lives.
The governors of the southeast being conscious of their responsibilities have taken a joint decision. They have introduced the forest guards. Communities have a way of doing things but when you have a government that comes in and wants to impose things on people as if they are second class citizens, there would be issues.
There are things that are against human dignity. I recall that when Zik set up the University of Nigeria, he said it was to restore human dignity that was debased by colonialism. That is why I said they must rethink the principle of governance because Theodore Roosevelt said any political party that is not founded for the good of the governed and protection of their rights is simply a conspiracy to take power and that government can do anything. For instance, Hitler thought he could do anything.
Recently the FBI published names of fraudsters from Nigeria and the majority of them are Igbo. Are you not worried about that?
Why should I be worried? If you publish the list of those who are killing people in Nigeria, 85 percent of them would come from another extraction. If you publish names of those doing other things, what will that mean? Despite the profiling, people should check the number of Igbo who gain admission into Ivy League schools in America. I want people to find out the number of Igbo who are bringing pride to Nigeria? What worries me is that we have not been able to create Silicon Valley kind of revolution in the South. Any government in the southeast should be thinking of this. That is why when people were unhappy that Dr. Ogbonnaya Onu was given Science and Technology portfolio, I wasn’t. Ogbonnaya Onu is a first-class mind. I just don’t know why he hasn’t thought of doing certain things. He has a First Class Honours from the University of Lagos and his Ph.D. was obtained in Beckley. He should be thinking of the kind of things that can create a technology-based economy. By the middle of this century, nobody will be using Nigeria’s oil. What is happening in Nigeria is that our rights are being stifled. I am glad the Nobel Laureate, Prof. Wole Soyinka said they should stop stifling Nigerians. Freedom is important. Freedom to think, freedom to create, freedom to criticise, and freedom to innovate are essential in national development. I simply think this government is afraid of its shadow. The road to suppression of freedom is the road to tyranny.

Mohammed Bello Adoke, a former Attorney General of Nigeria and Minister of Justice has claimed the Abacha family hid $1 billion loot.

The Abacha family thought they had done Nigeria a favour by giving up $1.3 billion but the Goodluck Jonathan administration soon discovered that they still had $1 billion hidden in various accounts in Europe, according to Mohammed Bello Adoke.

Using the Nigerian legal system, Mohammed Abacha, the eldest surviving son of the late head of state, had tried to stop the federal government from seizing the looted funds and repatriating them to Nigeria, but “a simple trick” outsmarted him, the former attorney-general further said.

In his book, “Burden of Service: Reminiscences of Nigeria’s former Attorney-General”, Adoke insinuated that the Abacha family was so offended by his doggedness in the loot recovery that they found allies in the Economic and Financial Crimes Commission (EFCC) to hound him after he left office in 2015.

Adoke alleged that his refusal to “play ball” with the younger Abacha over his claim to ownership of Malabu Oil & Gas in the OPL 245 also offended him.

The former minister of justice is currently on self-exile, although he has promised to return to Nigeria “soon” to face EFCC charges regarding the Malabu/OPL 245 transaction.

“I confess that I did give him hell in the battle over the recovery of the public funds looted by his family when his father was the military Head of State from 1993 to 1998. I made Mohammed Abacha forfeit stolen monies hidden away in several jurisdictions across the world. He hates me to no end. I undermined every attempt to compromise the case and turned down several overtures and tempting offers made to me by both him and his agents. He thought he had outplayed the Federal Government, but I uncovered about $1 billion that had been well hidden,” he wrote.

“Perhaps his biggest grouse, to my mind, was the OPL 245 case. He said he owned 50 per cent of Malabu Oil & Gas Ltd. He claimed that the registration documents of the company had been tampered with and his name removed. That meant that he did not benefit a dime from the $1.1 billion the company had made from the sale of the oil block to Shell and Agip-Eni. But he had not come out openly to assert his shareholder’s rights. The political atmosphere did not appear favourable then. He only started making his claims after Malabu had been paid in 2011. When he approached me for assistance, I told him clearly that it was a shareholder issue and that the Federal Government could not get involved.”
FORFEITURE OF ASSETS
Abacha ruled Nigeria from November 1993 until his sudden death in June 1998 — on the verge of transmuting from military ruler to civilian president.

He reportedly stole and stashed away billions of dollars which successive administrations have been trying to recover.

Adoke said the Abacha family “thought they were smart, but they were smoked out by a very simple trick”.

He wrote: “They had virtually succeeded in blocking Federal Government’s efforts at recovering quite a chunk of the funds looted by their patriarch, the former military ruler, Gen. Sani Abacha. Their attitude tended to imply that giving up about $1.3 billion of the loot was generous of them. Nigeria ought to have remained eternally grateful! They felt entitled to retain the rest of the loot to the tune of over $1 billion hidden in different havens in Europe. They had acceded to returning the laundered funds, yet turned tail to orchestrate dodgy schemes despite the fact that the government had kept its part of the bargain. Alhaji Mohammed Abacha, the oldest surviving son of Gen. Abacha, was particularly uncooperative.”

He said with the help of Enrico Monfrini, a Swiss lawyer, a large chunk of the loot was traced to various jurisdictions in the world and seized, but taking control of the funds and sending them back to Nigeria became difficult because of the antics of the Abacha family.

“The move to recover the funds was initiated by Gen. Abdulsalami Abubakar, who took over as military Head of State after the death of Gen. Abacha in June 1998. He promulgated the Forfeiture of Assets etc. (Certain Persons) Decree No. 53 of 1999. There was also a clause in the Decree that if assets not disclosed were later identified, the Abachas would forfeit them,” he wrote.

“In 2000, under the democratically elected administration of President Olusegun Obasanjo, the Federal Government engaged the services of Mr Enrico Monfrini, a Swiss lawyer, to trace the looted funds worldwide, recover them and facilitate repatriation to Nigeria. In all, Mr Enrico was able to trace about $2.4 billion to various accounts in Luxembourg, Liechtenstein, the UK, Channel Island of Jersey, France and Switzerland. More than half of the identified loot was returned to Nigeria, with Switzerland alone repatriating $500 million in 2005.

“As at the time I was appointed Attorney-General in 2010, over $1 billion was still hanging in various accounts across Europe as a result of the pranks being played by the Abacha family. We decided to redouble Nigeria’s efforts to recover the monies. Our first step was a holistic review of the strategies adopted by successive administrations since 1999 with a view to streamlining the process for greater efficiency. Then we mounted pressure on the Abachas and engaged with the various jurisdictions where the funds were stashed. Thereafter, we began to see results, despite the challenges. There was a significant increase, both in the quantum and rate, of recoveries.”

THE LIECHTENSTEIN HEADACHE
Adoke said Liechtenstein “gave us the biggest headache”.

The country “appeared to have developed cold feet over returning about €185 million located in its jurisdiction, which funds had been frozen by court orders since 2000”.

Investigators had established that €179 million of the sum was paid as a bribe by Ferrostaal AG of Germany, one of the largest steel traders in the world, to whom Abacha had awarded the contract for the construction of the Aluminium Smelter Company of Nigeria (ALSCON), Ikot Abasi, Akwa Ibom State.

“Mohammed and Abba, Abacha’s sons, mounted legal obstacles against repatriating the money to Nigeria.

The Liechtenstein Supreme Court ordered its confiscation in 2012, but the Abachas appealed against that. The appeal was finally thrown out in March 2013. Still pushing their luck, they headed for the European Court of Human Rights in Strasbourg, France, and effectively delayed the return of the money to Nigeria. Although everybody knew they would not win the case in Strasbourg, Liechtenstein hung on the excuse of the lawsuit to resist returning the money. That was understandable: Abacha’s loot was worth about 25 per cent of the country’s annual budget in 2013,” he said.

Adoke when the Abachas seeming to have successfully frustrated our efforts at repatriating the €185 million loot, “I pulled a joker out of the pack. And they were soon brought meekly to their knees”.

“I confess that I did give him hell in the battle over the recovery of the public funds looted by his family when his father was the military Head of State from 1993 to 1998. I undermined every attempt to compromise the case and turned down several overtures and tempting offers made to me by both him and his agents. He said he owned 50 per cent of Malabu Oil & Gas Ltd. He claimed that the registration documents of the company had been tampered with and his name removed.

That meant that he did not benefit a dime from the $1.1 billion the company had made from the sale of the oil block to Shell and Agip-Eni. But he had not come out openly to assert his shareholder’s rights. The political atmosphere did not appear favourable then. He only started making his claims after Malabu had been paid in 2011.
